OKOWA DETERMINED TO BUILDING DELTA STATE OF OUR DREAMS THROUGH PUBLIC PRIVATE PARTNERSHIP (PPP)

 

Delta State shall be great with the SMART governor, Sen Dr Ifeanyi Okowa.

The issue of Change and Good governance is not affiliated to any particular group but lies on individuals and groups with determination to succeed and make a difference, not only in the areas of infrastructural development but also in good policy initiative and implementation.

It will be recalled that during His Excellency, Sen Dr Ifeanyi Okowa electioneering campaigns, Okowa promised Deltans "prosperity for all" the campaigns are over and His Excellency Sen Dr Ifeanyi Okowa is walking the talk, delivering on the campaign promises which has kept the opposition in silent mode.

With the dwindling revenue allocation from the federal government vis-a-vis internally generated revenue, due to the fall in oil price, Okowa knew that he need to find alternative funding mechanism for our infrastructural needs hence the creation of the office, Senior Special Assistant on Public and private partnership.

All over the world, it is agreed that Inefficient management of large infrastructural projects and services, also budget deficits within the public sector are a few reasons why the existing procurement method of funding government infrastructural projects through fiscal budgeting is considered not the best and as such not viable by implication cannot be sustained.

It is on record, according to the organization for economic cooperation and development (OECD) in Vietnam, PPP forum report in March 2008, shows that more than seventy five thousand (75, 000) green field projects have been initiated within a decade and half on the platform of Public and private cooperation. The world Bank estimates that every one percent (1%) of funds invested in infrastructure leads to an equivalent one percent (1%) increase in gross domestic product (GDP).

Having agreed with the above, His Excellency Sen Dr Ifeanyi Okowa is committed and resolved to invest in infrastructures.

It is said that when the desirable is not available, the available becomes the desirable. It has become evident that the state government alone cannot muster the finance and expertise required in meeting the aspirations of Deltans.

It is pertinent therefore that Okowa gives priority attention to public /private partnership as a tool for the infrastructural development of the state which will transform the state economy and job creation.

Okowa has started the process by providing the necessary framework that will drive this process and remove all bottlenecks that will stand as impediment to achieving the set objectives of prosperous Delta for all through PUBLIC PRIVATE PARTNERSHIP

Projects being considered for partnership includes but not limited to Mono rail transport system, Airport concession, Agribusiness etc. These projects when completed will not only boost the internal revenue generation of the state but will catapult the state into self reliance and economic transformation.

SMART Ambassadors therefore, wish to thank the visionary leader, His Excellency Sen Dr Ifeanyi Okowa for considering the public private partnership option thus sending the Delta State Investment Development Agency bill to the State house of assembly which has passed through the second reading

We have no doubt that when sign into law, job opportunities shall be created through different PPP business models and Economic partnership that will take Deltans to the new and desired level.

This bill shall promote and drive private public partnership (PPP) which will not only creates job opportunities for ourselves but also boost IGR of the state.

Sen Dr Ifeanyi Okowa is indeed the change agent that Deltans desires and we are proud to be associated with the SMART governor
